Hello,

I was torn between D and E for this question. Could you please explain why D is incorrect. Why couldnt the homeowner be benefitting from the neighbouroods efforts to combat pollution? If pollution is combatted, without his help why wouldn't it be seen as the free rider effect?

In answer D, true, the homeowner may benefit from others' efforts at some point. However, he is not doing anything to exploit anyone at the moment, maybe, since he's buying his own private water. Maybe if, say, he were drinking the groundwater but not paying for his share of cleaning up that water, answer D would be better.
With answer E, by contrast, other people are sacrificing themselves for the common good (buying feed for their own animals until regrowth occurs), but one person is free-riding by continuing to graze from the common fields. So answer D parallels the stimulus pretty well.
