where is the actual evidence for the answer for this question? i felt that i couldn't find any explicit proof. was it in the second P?

Hi ashpine,

There are a few parts in that second paragraph that indicate answer choice (C) is correct. First, there is the statement that the statute of limitations would help prevent "other countries" from reclaiming art, no matter how long ago it was stolen. Secondly, there is the suggestion that "any country" could pass a patrimony law to recover works of art that were made in that country. Those have to be answer choice (C). They are actions of the government of the country. Passing laws is a governmental action.
