The very last sentence of the passage states the author's view that "no art historian can afford to emphasize" either "what is represented" (themes/content) or "how it is represented" (style) "at the expense of the other." Thus, if an art historian wrote a book "focused entirely" on style, she would have done what the author says she cannot afford to do. The author thinks an "adequate treatment" requires addressing both content and style. The correct answer, (E), says exactly this.

(B), on the other hand, would require you to find somewhere in the passage where the author expressed an opinion about what Impressionists thought was important about their own work. The author speaks of "common concerns" of Impressionists but never hazards an opinion on their "primary" concerns.
