While not all astronomers are persuaded, lines 46-50 tell us that "even astronomers who find the case for asteroid satellites unconvincing at present say they wold change their minds if a photoelectric record were made."
So all astronomers do agree on what evidence is needed to resolve the issue because those that accept it already are convinced and those that aren't convinced are in agreement over what is needed.
The word even tells us that everyone is on the same page, even those who you wouldn't think would be.
