For this passage I got most of them right except question # 4, please let me know why B is the wrong answer and why E is right.

Hi Ellen,

In that one, (E) is the right answer choice because the author specifies in the second paragraph that a contracting government agency can designate a contract as administrative by adding specific terms to the contract. This is not the same as providing additional guarantees that are not normally added to civil contracts, as claimed by answer choice (B).
