Yes, the "most talented artists" makes answer choice (A) problematic. Perhaps there is something that could replace those words but nothing's coming to me at the moment in terms of alternative words that would have made answer choice (A) correct. If (A) had said, for example, "The most enduring artists throughout history have been those whose work embodied the ideology of the elite in hidden ways," it's still not clear that Taruskin's position commits him to that view.
