If in a stimulus says, in premise or conclusion, it is expected that...

Would this be taken as 100% certainty of happening and able to be thrown into a conditional relationship?

It's not 100% certain and I would never think it's immediately conditional. Could it be? Yes, but I don't normally associate the two.

Almost any idea can be conditional but often they are not for strict LSAT purposes (meaning that it would help to solve the problem).
