"Denies the truth" isn't really a phrase we use frequently in conjunction with Logical Negation, at least not as the primary way to express the idea since it doesn't fully characterize the scope of what we do there. Can you you perhaps point us to a few places where you saw this phrase and didn't understand it? The exact context will help us understand the nature of why this is troubling you.
In isolation, "denies the truth" simply means to to say that something isn't factually correct; in other words, it's wrong.
