2. The general resources in this country are imported.

Generally/in general:
1. People in this country generally work 6 days a week.
2. In general, people in this country work 6 days a week.

Do all of these words mean 51% or more?

In these examples, "general" and "generally" don't strictly mean 51% or more. They refer more to a common trend or usual occurrence. For instance, "the general population" typically supports party A, meaning it's a common preference, but not necessarily the majority.
