The question stem asks you what is supported by Passage A but not supported by Passage B.
Your first goal is to find a law that Passage A would agree with, and then make sure it isn't consistent with Passage B.
Looking through the choices,
A, B, D -- contrary to Passage A
C -- this is supported by Passage B, so wrong passage
This leaves (E). It doesn't matter whether (E) contains some extraneous material, the general idea is that Passage A thought insider trading should be legal. If you want support for the "lawful means" stuff, look around line 14. The author does think it's important that the information is gained properly.
