Can someone please explain why C is the correct answer choice? I do not understand how it is supported.

Even if the pipelines are expanded, that doesn't guarantee that a new plant could be built right?

You are right to note that expanding pipelines does not guarantee that a new plant could be built.

But that's not what answer choice (C) is saying. Rather, it is saying that (1) currently no site is suitable, thus (2) if there were to be any suitable site, it'd require expanding the current pipeline system.

Another way of saying this is that expanding the current pipeline system seems necessary for a suitable site to exist, but expanding is not sufficient to guarantee such a suitable site.
