In the stimulus, Rhett and Barbara are arguing over whether Rhett should have to help pay Otto for fuel, not whether Otto requires Rhett to pay. Whether Rhett should have to pay is an ethical question. In other words, is helping to pay for Otto's fuel the right thing to do?
Whether Otto requires Rhett to pay is a factual question, either Otto does require Rhett to pay or does not require Rhett to pay. Neither Rhett nor Barbara is debating this fact. Rhett states that Otto "expects" him to help pay, but this isn't necessarily the same as "requires." For example, we don't know whether Otto is insisting on payment before letting Rhett in the car. Perhaps Otto expects to be paid, but will still drive Rhett and just hope to get paid later.
