I put answer B. I am having trouble seeing how it is D, since they are not really talking about what they're "doing", but rather what is being considered.

Let's look again closer.

Michele and Alvaro both use the same language in their conclusions.

They both say that anyone ..."considering a database overhall should...."

Michele: think twice
Alvaro: do the job right

So they disagree about what one should do when considering a database overhall. They each have different actions for the person considering the database overhall. Answer choice (D) describes that pretty clearly.

Answer choice (B) isn't clearly addressed by Alvaro. What does Alvaro think of the problems experienced in an overhall? He doesn't consider them because he argues you shouldn't have any problems. Just don't make mistakes. If we don't know what one of the speakers thinks about an answer choice, it cannot be correct for a point at issue question.
