The process you should have on these questions is exactly the one you seem to have used. You consider the situation in the passage and try to abstract it into broader terms. The key here is that a second party enforces the policies of a first party. That's similar to what we see in answer choice (C), where a second party publishes the ideas of a first party. In both cases, the enforcement and the publishing transform the responsibility for the actions.
