Hi, I was stuck between ACs A and C for this question. Is A wrong because it is too strong when it says "in most cases" instead of "in some cases" ?

That is exactly right. Nothing in the passage suggests that this happens in most cases or that Colwell holds this belief. Be wary of strongly worded/exaggerated answers. They are a common form of wrong answer on Must Be True type questions, especially in Reading Comprehension.
