Hi Codey!

Rule #4 is that Shaw is the 3rd agent trained. So if Q & T have to come before S, then they have to be the only two agents before S so that S can still be the 3rd agent trained. If we tried to put Q, T, & U in those first 3 slots, that would make S the 4th agent trained. Put another way, S can only ever have 2 agents before it so that means that if S is 4th, one of those first 3 slots must be empty.
