What are the general rules for dealing with :dblline: and :arrow: ?

I thought that it was the case that X :dblline: Y :arrow: Z meant you could start the train from X and go to Y then Z following the arrow tracks infering ' not X :arrow: Z'. Whay is that not the case?

In the inference drill #1: A :some: B :dblline: C :arrow: D the answer not B :arrow: D is not listed as one of the answers. Why is that? I get how you can turn the arrow between C and D into the some arrow and go right to left to connect not B :some: D, but I don't get why connecting the negative double arrow and a single arrow doesn't work.
