What are the general rules for dealing with and ?

I thought that it was the case that X Y Z meant you could start the train from X and go to Y then Z following the arrow tracks infering ' not X Z'. Whay is that not the case?

In the inference drill #1: A B C D the answer not B D is not listed as one of the answers. Why is that? I get how you can turn the arrow between C and D into the some arrow and go right to left to connect not B D, but I don't get why connecting the negative double arrow and a single arrow doesn't work.
