What does not necessarily true mean?

Why does could be true mean? Its either true or not, right?

Hi R,

We can use a "truth" scale of 0-100 to compare "not necessarily true" and "could be true." (I threw in must be true as a bonus.)

Must Be True = 100 (all of the truth)
Not Necessarily True = 0 to 99 (everything but Must Be True)
Could Be True = 1 to 100 (everything but Cannot Be True)
