I'm confused as to how E is the answer. If F is alone in #2 then the distribution is 2-1-2. But this couldn't work because from Q8, GHK were pet owners and FJ we not. So how could any one of G or K be in the same apt as J?

Remember that even though F and J were not pet owners in #8, this does not always have to be the case. A combination of rule #6 and the knowledge that "exactly three of the tenants are pet owners" make it such that J and one other person must not be pet owners. Who this other person is, however, can change from scenario to scenario (though this person can never be H, as rule #5 specifies that H is a pet owner).

Long story short, nothing in the rules requires both F and J to be the non-pet owners every single time. The correct scenario in #8 is just one of many! It does not dictate every option for the rest of the game.

With that in mind, let's get into #10 specifically! Great job noting that the distribution in #10 must be 2-1-2. If we place F alone in Apartment 2, then we know we must have H in Apartment 1 with one other pet owner and J in Apartment 3 with one other non-pet owner. Either G or K could live in the remaining spot in Apartment 1 or the remaining spot in Apartment 3, so it could be true that Only G and J live in Apartment 3!
