The fact that fluoride is widely available in both groups negates the main piece of evidence used for the argument itself. That is to say, the argument relies upon the comparison between Europe and the States, and so this piece of evidence negates the validity of the comparison, by showing that Europe does have access to fluoride, therefore, it, plus any other factor leading to the difference between the two groups, might account for the distinction in tooth quality. In other words, it puts the effect of fluoride back on the table, by showing that Europeans might use it as an aide for good tooth quality.
