If S is in 3, then we get P and V switching off in spots 1 and 2 and then SOR

P is not in 3 so it has to be F and V is therefore I because /FF and the rest is IFI so B is a could be true.

Correct, nice work! And that IFI order in the last three spaces is dictated by the rule that if V is before R, O must be Fertilized. Since V is in one of the first two spaces and R is last, O has to be Fertilized, and S and R, which are on either side of O, must both be Irrigated.
