Don't be confused by the second rule. Note, Pedro CANNOT be assigned to a later shift than Stavros. But, could they be assigned to the same shift? Sure, why not?

We already know that numerically we can expect some iteration of: 3-1-1 or 2-2-1 across our 3 shifts (M, A, and N), and here H+S MUST BE together with P (because P's shift cannot be later than S, but could be at the same time), creating that "block" of 3 clerks in the same shift.

Which shift? It MUST BE the morning because we MUST HAVE more clerks assigned to the morning than the night shift, and if we assign our "HSP" block to the afternoon, then both morning and night would have an equal number of shifts (breaking the 1st rule).
