If they both go to Montreal, karanarnoldrelan, then they also must both go to Toronto. That leaves room for each of them to visit just one more city, and between the two of them they have to visit both Houston and Seattle, since every city must be visited. So one of them will visit Seattle, and the other will visit Houston.

If Frank visits Houston, he must also visit Seattle sometime later, per the third rule. There's no way Frank can do that in this case, so he cannot visit Houston, and his other city must be Seattle, either first or last.
