On my reading of answer choice (B), something is missing--namely, it doesn't involve any comparison or other mention of North America versus France. There's a discrepancy in the stimulus, because it would seem like the outcome in France should be the same since they consume as much fat as residents of North America. (B) doesn't get to the difference between these two locations. By contrast, that comparison is discussed in (C), which additionally explains why the picture in France does not currently look the same as North America.
