If R is the only CD to receive a rating of one star, then from the third rule H and I must receive the same rating, and from the second rule H must receive a rating that is one star higher than N:

Initially, it appears as if the block can be placed in 2-3 or 3-4. But, I cannot receive a four-star rating (as discussed in the setup), so the block must be placed in 2-3, and then Q can be placed in 4:
