It's hard to give general time guidelines for "how long should you prephrase," but I would say a good rule of thumb is anywhere between ten to fifteen seconds perhaps. It is my experience that if you aren't really thinking of any possible prephrases within that time frame, it's probably best to move on to the answer choices. Again, I would say this is something that is really dependent on the person and the question, and if you feel as though when you're prephrasing a certain question if you're getting any closer to possibilities after that time period or not. With MP questions, I would say you want to be a bit more cautious about making a good prephrase, especially in the RC section, because the incorrect answers often can be quite attractive, so perhaps on these you may want to be taking a bit more time. However, ideally, the prephrase for the MP question, which is usually the first question of each RC passage, is something you should've already been doing as you read the passage with the VIEWSTAMP method.
