I chose answer A because in this stimulus it says that the sample's response did not change very much from their response 10 years ago. How do I deduce from the stimulus that D is correct? In the stimulus it states that only 31% of Denmark's population favors the ban. How is that most of the population?

Thanks for the question. The trick here is to notice that there are two kinds of positive responses to the ban in the answer choices. 31% favor the ban in entirety, but another 38% favor it, but with restrictions. However, both populations fit the framing in answer choice D, that is they are in favor of at least some banning. 31 + 38 = 69%, and that gets us to "most", as indicated in the answer choice.
