Could you please explain why answer C weakens the argument?

The argument here is essentially that the fact that the United States manufactures and exports these pesticides harms the health of people in the U.S. as well as those abroad. C weakens this argument by showing that even if the United States weren't manufacturing these pesticides, other countries still would be, so they would still be available, still be used, and we'd still be exposed to them.
