Because G is assigned to swimming, from the last rule we can determine that N and O must be assigned to volleyball. Because swimming is full and N is assigned to volleyball, J must be assigned to tennis. At least one of the remaining two counselors, F and L, must be assigned to tennis so that tennis is assigned at least two counselors. This information leads to the following setup:
