This question is similar to question #16, except that in this question you are required to maximize the number of letters, instead of minimize the number of letters.

If the first word has four letters, then the optimal operation for the second word is to add a letter, increasing the total number of letters in the word to five. The next operation cannot be an addition, so the most benign operation would be to replace a letter. Then to reach the fourth word, a letter could again be added, bringing the number of letters possible in the fourth word to six. Finally, with another addition operation impossible, the best choice is to replace a letter:

The maximum number of letters in the fifth word is thus six, and accordingly answer choice (D) is correct.
