Since plane 1 is functionally identical to plane 4 in this game, and question #23 established that at least four people could fly in plane 1, we can quickly establish that plane 4 can fly with at least four people. Consequently, answer choices (A) and (B) can be eliminated.

Because either Bob or Cindy must always fly with Dave in plane 2 or 3, it is impossible for 5 people to fly in plane 4, and thus answer choice (D) is incorrect. Selecting answer choice (E), which adds up to exactly five people, would be functionally identical to selecting answer choice (D) and thus it too is incorrect.
