There is no conditional reasoning in this stimulus, so you shouldn't be diagramming anything. To illustrate, take the diagrams you made, and convert them into "if...then" form:

"If the economy is to be stimulated, we need to lower interest rates."

"If the economy is to be stimulated, we do not need to lower interest rates."

Neither one expresses any statement that anyone in the stimulus made. Thus, those diagrams are not accurate. Ultimately, the stimulus does not really involve conditional reasoning, so diagrams are not the way to go.
