We are trying to support the conclusion---it's ok to ban the books. That's why we are looking for an answer choice that says that if we are in the situation in the stimulus, then it's ok to ban the books. The opposite would not support the conclusion, because we don't have a premise telling us it's ok to ban the books. Banning books can't be sufficient in our answer choice, because we don't know that we can ban the books.
