There's a simple response to your objection - this is a Strengthen question, not a Justify question. So answer choice (A) doesn't prove the conclusion, as you indicated - it allows the number of actual documents to be maybe 1.5 times the number of surviving seals, instead of 2, 3, or more times the number. But the standard of proof for a Strengthen question is never that it proves the conclusion - does it help the argument if the floor of original sealed documents is about 60,000, whereas the stimulus only gave us a basis for 40,000? We're much closer to the 80,000 or whatever we want, so that strengthens - and that's the end of the matter.
