Answer B does not resolve the paradox because it doesn't tell us why bookstore profits have gone up, but only why they aren't decreasing as much as they otherwise might have. We need an answer that is putting more money into the pockets of the bookstores, not just one that helps prevent them from losing money!
You might be putting too much pressure on answer A. The four wrong answers only need to help resolve the paradox; they don't have to provide a complete resolution. Answer A helps because it gives us a situation in which there could be less reading in general while simultaneously directing more profits to bookstores. If people can no longer borrow contemporary novels at the library, then some people might be more likely to purchase them from a bookstore. Bookstore profits could rise as a result, even while reading in general goes down. We don't have to assume that people are buying them only at bookstores; we just have to recognize that there COULD, in this case, be an increase in purchasing at those stores. This new information COULD help us to make sense of the situation.
