They can spend the amount of time that is provided under normal hours. We don't know exactly what that is, but let's say the museum is open under normal hours from 9 to 5. Since the plan wasn't enacted, they'll still have the ability to stay in the museum for those normal 8 hours (9 to 5). The fact that the plan wasn't enacted still doesn't tell me, though, why they're spending less time at the museum during those normal hours than they spend when there isn't a special exhibition.
