I picked the correct answer for this one but was tempted by answer choice D. In the explanation above it is stated that the stimulus does not indicate how long these random fluctuations "typically" last, however doesn't the stimulus say that the fluctuations last up to 10 years?

It's a subtle distinction, but the stimulus doesn't actually state that the random fluctuations in earth's temperature last for up to ten years. Rather, the ten year period referenced relates to time periods where average temperatures are consistently at record highs. Any given fluctuation period (higher or lower) could be potentially much longer, the up to ten-year timeline only pertains record-high average temperatures.
