I'm so confused as to how the right answer is D

The conclusion is that the environmentalists' proposal (replacing gasoline with methanol) has little merit BC of the fact that methanol's combustion makes formaldehyde, which is also a carginogen. If we're supposed to strengthen the argument that the proposal has little merit = no good, doesn't E make the most sense? bc it makes methanol sound worse than choosing gasoline.

D makes methanol seem less dangerous than gasoline, which DOES give the enrionmental's proposal merit

The question is asking you to support the environmentalists' argument. So even though the conclusion in the stimulus seems to go against the environmentalists D is correct for the reason you provided.
