I did not quite understand whether the key phrase is "new diagnostic technologies" or something else? Could you clarify what the key phrase is?

The auditor is accusing the hospital of violating the terms of the donation, which stipulate that the funds must be used to minimize patients' suffering. The auditor understands the phrase to be referring to "money flow(ing) directly to [...] patients", believing that research into new diagnostic technologies does not minimize patients' suffering. The clinic administrator argues that such research does minimize suffering, because new technologies can help ensure early treatment. In other words, the administrator reinterprets what it means to minimize patients' suffering - a key phrase in the hospital auditor's argument - so as to undermine the auditor's assumption that the only way to minimize' suffering is to have the money go directly to the hospital's patients.
