You are correct - in both the stimulus and the correct answer (C), there are 2 necessary conditions given for something to occur (for Alice to volunteer or for Jim to party). Both conditions must occur, but we are told one of these necessary conditions did not occur (either no one will let Bruce drive or Elaine isn't going to the party) which means we can also negate the sufficient.
