(E) is stating that not being able to serve in a specific subordinate position in an organization means that the person should not be allowed to serve as the head of that organization. There are multiple problems with this answer choice: first, it is too specific to be a principle, and only uses inability to fill one of the three subordinate positions offered up in the stimulus as a disqualifier. Secondly, it uses the term "cannot" as opposed to "qualified to," which have similar but distinct meanings; a person may be qualified to fill a particular role, but unable to do so for reasons unrelated to qualifications.
