We don't know what proportion of wood stays domestically or is exported outside the country so I wouldn't focus on this possible inference, no. The fact that the wood is getting exported only matters here because the exported wood is raw and unprocessed - that means that there's less domestic demand for turning the wood into logs or processed wood, which is how the country can lose 12k jobs in logging and wood processing while still cutting down more trees than ever. Maybe 100% of the wood has always been exported, but traditionally this was once it was logged and processed and now more importers are handling that work themselves and want to recieve raw wood.
