Hello, I was between E and C. I get why C is correct, but could you explain why E is wrong? Is it wrong because it's about after the publication in peer-reviewed journals, therefore unrelated.?

Yes, that's basically right! To elaborate a bit, the problem the author is describing in the stimulus (the problem that's holding back improvements in public health) is the delay associated with the peer review process. That delay stops information from appearing in journals (and being circulated to the public) altogether. So the author isn't necessarily assuming the public doesn't pay attention once the information IS published in peer reviewed journals. Rather, the author is assuming the public can't get access to information quickly enough because that information doesn't even appear in those journals due to the delay in the peer review process.
