I got this one correct, but my concern is how to answer this time-consuming question quickly? Should we diagram when we take the real test? Should we just skip other answer choices after we got the right one? Any tips on how to deal with them fast?

Doing a question like this "fast" should not be a goal. As quickly as reasonable, yes, but this is a Parallel Reasoning question with some complicated conditionals near the end of the section. It's going to take longer.

100% diagram this stimulus - it's not going to waste time but save time, because that diagram will put in a clear form what the reasoning of the stimulus was, and it'll be easier to evaluate the answers if you are very clear on what you're looking to match. Then eliminate answers - anything you can tell is wrong on the surface is out. Keep everything else, and then, having seen every answer, now start diagramming whatever answer looks best. Stop when you confirm an answer.

It's important to read every answer, but that doesn't mean diagramming every answer. Don't pick the first answer that looks good - read all the choices! But only diagram after you've read every answer - some answers may be readily eliminable without needing a diagram.
