Hey Dshen,

"it is not necessary to deny this fact...." this part of the stimulus is saying we can accept and believe that smoking leads to cancer and lung disease but also believe that tobacco companies don't need to be held liable for this.

I don't believe that there is conditional reasoning to be diagrammed in the second sentence or in answer choice (C). (C) isn't a contrapositive of the second sentence but rather a rephrasing that says effectively the same thing as it.

Another rephrase to help you understand the second sentence could be, "tobacco companies shouldn't be held morally or legally responsible for the poor health of people who smoke even though it's a well-established fact smoking can lead to health problems." That's saying the same thing as answer choice (C) in different words.
