Answer choice D is the sort of answer that shows us "things could always be worse."
Under answer choice D, we expect that the cars with antitheft device will be stolen more, because the cars in which they're used are "particularly theft prone" and are located in areas with the "greatest incidence of car theft." Thus, these two facts explain why such cars are stolen more often than cars without the devices (the second half of the stimulus). But, answer choice D also allows it to be true that antitheft devices still do something to reduce the risk of car theft. Maybe these cars would be stolen even more often (and therefore far more often than cars without the device) if they didn't have their antitheft devices. So the antitheft device is doing something, just not quite enough to bring the numbers lower than for other cars that are not so prone to theft and not in high-theft areas.
