I don't really understand what answer choice A is saying and therefore I did not choose it, instead chose B.

Can someone please explain A to me? It overlooks the possibility, that the availability of the foundations moneyt for humanitarian uses - "will allow the university to redirect other funds from humanitarian uses to weapons research." ?? I dont get it.

What answer choice A is referring to is the possibility that the foundation's grant money could be used by the university for some humanitarian purpose, and then that the university could take other grant money and shift it from that humanitarian purpose to use for the weapons research.

Let's consider a simple example. Say the university has two $1 million donors, the foundation and another donor who doesn't care how their money is used. If the foundation gives its $1 million, the university can use that for a humanitarian project and then they can "redirect" the other donor's $1 million to the weapons research. But if the foundation withdrew its $1 million, then the university wouldn't be able to shift those funds around so easily.

That's the basic scenario (if a little bit simplified) that answer choice A is referring to when it says "redirect other funds from humanitarian uses to weapons research."
