Weaken answers can and usually do bring up new information, blaisebayno. Anything that challenges the notion that patents impede innovation will do the job, even if it brings up some totally new idea. My prephrase was very broad - "what if patents actually encourage innovation, or else have no impact on it?" Answer D is a fantastic answer looked at in that light! It suggests (by negative inference) that patents might be driving up the financial incentive to innovate. Put another way, patents lead to more money, and that sure sounds like an incentive to me!
