Actually, jwheeler, the author is telling us that while sometimes the application of a statute to a case is clear, the study of statutory law is especially useful for those cases where the answers are not so obvious. That's what answer B is getting at - the cases where this claim, starting around line 23, applies: "But statutes’ meanings and their applicability to relevant situations are not always so obvious, and that is one reason that the ability to interpret them accurately is an essential skill for law students to learn. " This isn't about the synthesis of statutes, exactly.
