I was very surprised that C was the answer. To me, A explained the main purpose perfectly. I diagrammed the first passage introducing the bubble theory then the second passage elaborating and further explaining the 1st passage.

While the paragraph begins with some neutral facts to give us some background, realize that this is merely to introduce us to Mackay's theory and his interpretation of certain data. Therefore, do not make an undue inference and assume that every expert in the field accepts Mackay's thesis. That is why Answer Option (A) is an overstatement of the purpose of paragraph 2. Moreover Answer (C), though somewhat vaguely worded, encapsulates Mackay's inference about which Garber disagrees. That is why it is the superior answer choice here and correct.
